I have a black dress, spaghetti strapped, short in length, some silver seguins..

Well, for a formal/casual event either way, I think a french manicure looks the best. Black dresses are somewhat difficullt to match with nailpolish colors. A skin color (french) would look great:) And very classy!
Black- It might be too much black though..


Silver- Modern


Red- Classic


French Tip- Goes with everything


Yellow- Out going


Hot pink- Girly.

White, or silver. Do not use black nail polish because then it would be too much black. U should use silver because it kinda highlights the silver in ur outfit. U should use white because it goes with black and silver.
Red, especially if you're wearing black but not a hot sauce red, something dork kind of like a maroon or a dark blood red. Something snazzy. :)

on my skin color, silver would look terrible (i have darker skin but it wouldn't look great with very white skin either)

I'd go with silver. Black might be too much since your dress is black. By wearing silver you accommodate the sequins. I'd get some silver shoes too.
